The purpose of this study was to develop a standardized and valid measure for measuring sports leisure welfare services. In this study, among the citizens of Seoul, people who participated in sports leisure activities in public sports facilities were selected as a population, and then surveys were conducted for a total of 360 people by allocating and sampling gender, region, and events, and analyzing 333 copies of data It was utilized in. The data collected in this study were analyzed using SPSS 24.0 AMOS 24.0 statistical program. Descriptive statistics analysis, frequency analysis, exploratory factor analysis, reliability analysis, confirmatory factor analysis, correlation analysis, and expert meeting were conducted. As a result of verifying the conceptual validity, convergent validity, discriminant validity, and reference validity of this scale, all validity was verified. As a result of the study, first, the minimum questions were developed with a total of 20 questions with 5 factors. Second, through the validity verification step, the final item was determined as a total of 4 factors, 15 items, 4 items for responsiveness, 4 items for reliability, 4 items for expertise, and 3 items for accessibility. The results obtained through this study are expected to be used as practical tools for behavioral studies for sports and leisure policies in the future.
