여가를 둘러싼 환경 변화가 일 중심적 사고에서 일의 효율성과 삶의 질을 모두 고려하는 것으로 변화함에 따라, 종래의 단지 ‘논다’는 개념으로 여가를 바라보던 시각이 달라지고 있다. 여가경쟁력 강화는 노동 중심의 산업사회를 벗어나 미래 사회로 가는 과정에서 필연적으로 마주하게 되는 화두가 되고 있다. 본 연구에서는 포터(1990)의 다이아몬드 모델에 ‘IPS 국가경쟁력연구보고서’의 66개국 조사 자료를 적용해서 여가경쟁력 지수를 산출하였다. 또한, 주요 경쟁국간 상대비교를 실시하여 한국의 여가경쟁력 현황과 국제적 수준을 파악하였고 국가경쟁력과 여가경쟁력 간 관계를 분석했다. 그 결과 한국은 경쟁국으로 설정된 강중국에 비해 여가경쟁력 지수가 낮고 여가경쟁력을 구성하는 요인별로 불균형을 보이고 있는 것으로 나타났다. 이러한 논의는 정부가 현재의 여가 여건 및 정책의 문제점을 진단하는 준거로 삼을 수 있으며 이에 대한 문제해결과 함께 보다 발전적인 여가정책을 마련하기 위한 척도가 된다는 점에서 의의가 있다.
The shift in the purpose of leisure towards the balance between work efficiency and quality of life has brought about a tremendous change in its concept as well. Under this circumstance, stronger competitiveness in leisure is of great importance in efforts to enhance national competitiveness since it is one of necessary factors in the transformation from a labor-intensive industrial society towards a future society. This study, based on Porter\'s Diamond Model(1990) and the IPS National Competitiveness Research Report evaluating 66 nations\' competitiveness, examines major factors that affect a nation\'s competitiveness in leisure and produces Leisure Competitiveness Index. This study aims to identify the current status and Korea\'s leisure competitiveness in comparison with Strong-Medium Countries from IPS National Competitiveness Research Report and highlight the critical relationship between the national competitiveness and its leisure competitiveness. The study shows that Korea ranks lower than its competitor, Strong-Medium Countries in Leisure Competitiveness Index and it also shows imbalance of factors that are key to stronger competitiveness in leisure. These findings have greater significance as they serve as a standard for a government to resolve problems in its leisure policy and conditions and come up with an improve policy in the future.
