Leisure is increasingly a central concern in both Eastern and Western societies. Often linked with initiatives related to human happiness, improving the livability of communities, protecting and conserving the environment, and supporting efforts aimed at improving the quality of life for all, the provision of leisure amenities, and programs and services has required greater attention of citizens, legislators, government agencies, nongovernmental organizations, and business and industry. It is evident that there is a need for the establishment of a policy framework to assist in the development and provision of such leisure resources and opportunities.
